Verification and Modification


Royal Decree 1393/2007 of October 29, 2007, which establishes the regulation of official university teaching, recognizes the autonomy of universities in the design of the degrees they teach. In return, it establishes a verification and accreditation system aimed at accountability for quality assurance and improving information to society on university offer.


Verification is an administrative procedure that establishes the possibility that the courses proposed by universities and leading to a bachelor's, master's or doctorate degree are imparted in an official capacity. Consequently, the verification is limited to determine whether an official degree title complies with the provisions of Royal Decree 1393/2007, of October 29, which establishes the structure of official university teaching and subsequent amendments.


For its part, the modification is an administrative procedure that allows universities to make changes to the officially validated degrees, provided that such changes do not involve a change in the nature and objectives of the registered degree.


In 2015, madri+d Foundation for Knowledge underwent an external evaluation process which confirmed that it met the quality criteria and standards established by the European Commission. After passing the evaluation, the Foundation has become a full member of the European Association for Quality Assurance in Higher Education (ENQA) and has been included in the European Quality Assurance Register (EQAR). Since then, the Foundation has become an evaluating body for the purposes of Royal Decree 1393/2007 and its subsequent amendments.


In particular, the Foundation is entrusted with three main tasks: appointing the committees of experts to evaluate requests for verification or amendment; drawing up the evaluation protocols to be followed by these experts; and carrying out the evaluation reports. Its mission is essentially technical and, in this sense, it bases the decisions to be taken by the Council of Universities, which is the body that issues the verification or modification resolution.
