M\u00e1s concretamente, fue la Federaci\u00f3n Espa\u00f1ola de Sociedades de Profesores de Matem\u00e1ticas (FESPM), a iniciativa de Luis Balbuena, de la Sociedad Canaria de Matem\u00e1ticas Isaac Newton, la que hizo esta propuesta.
