Tras este hablaremos m\u00e1s delante de dos en Suahili. Una vez m\u00e1s ofreceremos un t\u00edtulo de la interesante biblioteca virtual del <a href=\"http:\/\/www.ine.gob.mx\/\">Instituto Nacional de Ecolog\u00eda de M\u00e9xico<\/a> <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">(INE). <\/span><\/b>Se trata de un tema de permanente actualidad como otros de su colecci\u00f3n que versan acerca de suelos, fertilizaci\u00f3n, compostaje, contaminaci\u00f3n, etc.. Se trata del <a href=\"http:\/\/www.ine.gob.mx\/publicaciones\/download\/34.pdf\">Residuos Peligrosos en el Mundo y en M\u00e9xico<\/a>, cuya importancia es tan obvia que no requiere mayores introducciones, ya que se trata de una monograf\u00eda para los m\u00e1s mayores. En esta ocasi\u00f3n, tambi\u00e9n he tomado prestada la rese\u00f1a original, en lugar de lanzar mi desiderata habitual. Como ya sab\u00e9is<b style=\"\"><span style=\"color: rgb(51, 102, 255);\"> tan solo hace falta pinchar en el t\u00edtulo de arriba para bajarse el libro<\/span><\/b>. <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">Hoy no puedo ser tan breve como en otros post por las razones que<\/span><\/b> os indicar\u00e9 m\u00e1s abajo. Os recuerdo, que el INE permite bajarse el Manual entero, pinchando en el enlace que lleve el t\u00edtulo anterior, <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">o por parte, pinchando en cada uno de los cap\u00edtulos que ver\u00e9is m\u00e1s abajo<\/span><\/b> (recomendable para los que no dispon\u00e9is de banda ancha). Y lo que es peor aun, <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">cada d\u00eda se descubren m\u00e1s y se perfilan con m\u00e1s detalles sus efectos sobre nuestra salud y la del medio ambiente<\/span><\/b>. <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">La monograf\u00eda <\/span><\/b>de la que hoy tratamos <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">fue escrita en 1993<\/span><\/b>, lo que quiere decir que, aunque en l\u00edneas generales se trate de un buen documento, <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">necesariamente adolece de una cierta antig\u00fcedad<\/span><\/b>. Desde entonces, <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">se han detectado otros cientos o miles de sustancias peligrosas adicionales de la m\u00e1s variada \u00edndole (ya se trate de residuos o no)<\/span><\/b>. A quien le interese el tema, se encontrar\u00e1 obligado a <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">estar permanentemente actualizado<\/span><\/b>. La <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">Iniciativa REACH en Europa ya tiene catalogados miles de sustancias nocivas<\/span><\/b>, muchas de las cuales no estar\u00e1n contempladas en esta obra. En consecuencia, os recomiendo que <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">revis\u00e9is vuestros conocimientos acudiendo a estas tres bit\u00e1coras<\/span><\/b> de nuestro sistema (aunque existen muchas m\u00e1s en el ciberespacio) que abordan la materia en muchos post. Es as\u00ed que <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">las regulaciones han contribuido grandemente a promover la innovaci\u00f3n tecnol\u00f3gica tanto de los procesos de producci\u00f3n -para disminuir la producci\u00f3n de residuos peligrosos en la fuente- como de las tecnolog\u00edas para recuperar, reciclar, tratar o eliminar tales desechos, esto es, mediante tecnolog\u00edas de final de procesos<\/span><\/b>. <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><span style=\"font-size: 10pt; font-family: &quot;Bookman Old Style&quot;;\"><br \/> <b style=\"\"><span style=\"color: rgb(51, 102, 255);\">M\u00e9xico no ha estado al margen de esta evoluci\u00f3n y<\/span><\/b> esto se ha visto reflejado en su pol\u00edtica y en su legislaci\u00f3n ambiental, as\u00ed como en sus esfuerzos por acelerar el paso para fortalecer la capacidad institucional con objeto de consolidar el marco normativo y hacerlo cumplir.
