A Typology of Regional Innovation Systems.
  This article tries to develop a typology of Regional Innovation Systems in Spain. The country has a regional structure based on "Autonomous Communities", each of them with a different behavior pattern. Their characteristics are identified using indicators of resources and results of technological as well as productive activity.

Efficiency Aspects of the Technology Transfer.
  This article argues about the inclination of the technology receptive organizations to the assimilation and exploitation of technology as a key factor of success (related to the efficiency of the transferring process).

The Science and Technology Experts’ Role
  This paper deals with the role of technologists and scientists as experts in consultancy processes. First of all, a review of the trends in the experts’ assessment is done. The analysis is focused on the methods of searching and selecting suitable expert. Then, some examples of these methods are offered as they are applied in the Innovation Circles created by the Research Directorate of the Madrid Regional Government.

Towards a new model of transference of university research results.
  It is urgent to actualize the universities role within the technological innovation process, because they are agents in the new knowledge-based economy. The paper analizes the transference of knowledge and technology dynamic process from the generating area (universities and research centers) to the industry (in particular, to the SMEs).

Technological innovation capabilities in Spain through a patents’ qualitative analysis.
  The technological innovation is a complex process critical to the manufacturing of new products. This process is a key factor to understand the technological level of a country, but it is not easy its measurement. It is widely accepted that technological innovation is related to several Research and Development (R&D) indicators, as well as some technological cap abilities. Patents are indicators of the invention processes results, and also of the firm technological innovation processes. This paper analizes the Spanish technologial innovation capabilities through the study of the patent demands in different industries, taking into account the technological cooperation intensity and the patent quality (measured by the number of affected recoverings.

A tool for the Future: the Virtual Communities of the Innovation Circles.
  The Virtual Communities are a new tool promoted by the Innovation Circles in order to ease the knowledge tranfer between firms and regional researchers. They are an interconnection place for the reciprocal knowledge of experts and specialized enterprises. A smooth and reserved communication among all its members is provided to improve the added value of this kind of links.

Spanish firms’ learning capability. An empirical analysis.
  This study analizes the effect of learning on the competitive advantage. First of all, a literature review is offered, with the objective of shed light on the characteristics of learning. Then, the relationship between organizational learning and firm results is empirically studied. The analysis uses a sample of 195 Spanish firms. The paper argues that those firms with a strategic management of the learning process attain a superior performance.

Innovative actions: the vision from an Objective 1 Region
  Is innovation needed in the innovation promotion policies? Is there any innovation system applied to the bodies in charge of these policies? The Innovative Actions Regional Programs gives a chance to improve the efficiency of services and actions managed by those bodies.
