Del Colectivo Carta por la Ciencia: situación de la ciencia española.
A continuación se reproduce un mensaje del Colectivo Carta por la Ciencia agradeciendo las iniciativas populares, como los actos y manifestaciones del pasado 14 de junio (a continuación una foto del abarrotado salón de actos de la sede central del CSIC). También se incluye información diversa de la situaciçon de la ciencia en España.
Desde el Colectivo Carta por la Ciencia queremos agradecer vuestra entusiasta asistencia a las concentraciones del 14J. Podéis ver el impacto que tuvo en los medios y diversas fotos en los enlaces indicados.
Por otro lado, se ha aprobado recientemente la partida presupuestaria extraordinaria de 104 M€ para I+D+i (25 para el CSIC+79 para el Plan Nacional), que se venía anunciando desde primeros de Mayo como requisito imprescindible para la puesta en marcha de las convocatorias de 2013.
Al mismo tiempo, los fondos de la convocatoria de 2012 están llegando a los Centros, así como los del programa Severo Ochoa que fueron retenidos por el inclumplimiento del objetivo de déficit de las Comunidades Autónomas.
Se trata de buenas noticias, a las que habeis contribuido sin ninguna duda, pero que sin embargo NO resuelven la situación denunciada:
1. Aun contando con los 104 M€, el presupuesto en subvenciones para I+D+i de 2013 es más de 200 millones inferior al de 2012 (que a su vez fue un 25% inferior al de 2011, etc.)
2. Estamos a primeros de Julio. La posibilidad de que en estas fechas puedan lanzarse y resolverse convenientemente en tiempo y forma las convocatorias de 2013 es, cuanto menos, difícil.
3. Los 25 millones para el CSIC son la cuarta parte de lo que la dirección del mismo ha señalado como déficit estructural que está poniendo en riesgo su viabilidad.
4. No se ha avanzado nada en cuanto a la tasa de reposición ni la política de recursos humanos, una de la piedras angulares del sistema.
5. El bloqueo de fondos de I+D+i en CC.AA. con exceso de déficit sigue siendo una medida «graciable» de Hacienda y puede volver a producirse al no haberse modificado estructuralmente la ley para eximir de ella la I+D+i.
Finalmente, ha habido que esperar 8 meses (!) para abordar por vía extraordinaria un problema señalado por todos desde en la aprobación de los PGE: la insuficiencia del presupuesto en I+D+i para 2013, y que ha supuesto una parálisis del sistema en este primer semestre.
Confiamos en que en los Presupuestos de 2014 no se cometa el mismo error. En cualquier caso, y con vuestra inestimable ayuda, seguiremos con nuestras reivindicaciones hasta verlas satisfechas.
