La Ley de la Ciencia, los contratados del programa Ramón y Cajal y la estabilización laboral

Pocas veces los periódicos dan buenas noticias, y menos en primera página y sobre ciencia. En esta ocasión, leo que el Ministerio de Educación y Ciencia ha decidido modificar la Ley de la Ciencia del año 1986, para proporcionar la posibilidad de contratar de manera indefinida a investigadores. La medida afectará, principalmente, a los contratados del programa “Ramón y Cajal”.
Según publica este medio, la nueva redacción del artículo decimoséptimo dirá: “Las Universidades Públicas y las Agencias Estatales de Investigación podrán, previa convocatoria pública, garantizando los principios de igualdad, mérito y capacidad, y conforme a sus normas de organización y funcionamiento, celebrar contratos con carácter indefinido y dedicación a tiempo completo, con los investigadores que hayan sido contratados por la institución (…) y que en el desarrollo de su actividad hayan superado con criterios de excelencia la evaluación correspondiente. La finalidad del contrato será realizar las funciones de la institución y prioritariamente tareas de investigación científica y desarrollo tecnológico”.
En principio, se trata de dar salida a aquellos investigadores que hayan conseguido la evaluación de excelente. Además, el perfil del contrato será eminentemente de investigador. Espero que no se trate de una café para todos y la evaluación, que debería ser externa y plenamente independiente, no se convierta en un mero trámite. Además, el MEC debería tener en cuenta que la remuneración debería ser análoga, con los mismos derechos a financiación pública, que el personal funcionario. Recordemos que el problema está en el sistema español de ciencia y tecnología, no en los investigadores.
