El CEI publica su programa de trabajo para 2007
El Consejo Científico del Consejo Europeo de Investigación (CEI) ha publicado el primer borrador de su programa de trabajo para 2007, donde se especifica quién podrá solicitar financiación al CEI y cómo se evaluarán las propuestas. Es de agradecer la transparencia de los trabajos del Consejo Científico, ya que pocos son los que han distribuido abiertamente los borradores de sus programas de trabajo para los programas de 2007. Esperemos que esta línea se mantenga.
El CEI es una iniciativa nueva cuyo comienzo está previsto para 2007 dentro del Séptimo Programa Marco IDT (7PM). La misión del CEI será gestionar el programa específico “Ideas”, relativo a la investigación fundamental de alta calidad en todos los campos de la ciencia, incluidas las ciencias sociales y las humanidades.
El programa “Ideas” ofrecerá dos tipos de becas:
– la Beca Avanzada para Investigadores (Advanced Investigator Grant)
– la Beca de Inicio para Investigadores Independientes (Starting Independent Researcher Grant)
En 2007, la primera convocatoria de propuestas se dedicará a esta última beca. En ella podrán participar los investigadores de excelencia de cualquier nacionalidad que residan en la UE o en un país asociado, o que se trasladen a la región y estén llevando a cabo y dirigiendo su primer programa o equipo de investigación. El presupuesto adjudicado a esta primera convocatoria será de alrededor de 300 millones de euros.
La beca se concederá a la institución de acogida, a la que se le pedirá que se comprometa a otorgar al Investigador principal la independencia para gestionar los fondos destinados a la investigación durante la ejecución del proyecto.
A través de dicha “independencia”, el investigador principal tendrá capacidad para:
– solicitar financiación independientemente del criterio de los colegas superiores;
– gestionar la financiación para la investigación del proyecto y adoptar las decisiones adecuadas para la adjudicación de los recursos;
– publicar en calidad de autores principales e invitar como coautores sólo a aquellos que hayan contribuido de manera fundamental al trabajo en cuestión;
– supervisar a los integrantes del equipo, incluidos los estudiantes que participan en la investigación u otros colectivos;
– tener acceso a un espacio razonable y a las instalaciones para dirigir las actividades de investigación.
Las becas ascienden a entre 100.00 y 400.000 euros anuales durante un periodo máximo de cinco años, dependiendo de la evaluación paritaria y de las necesidades propias del proyecto.
El Consejo Científico destaca que se fomentarán las “propuestas de naturaleza interdisciplinaria que traspasan las fronteras entre diferentes grupos, las propuestas en ámbitos nuevos y emergentes y las propuestas de ‘alto riesgo’ o de ‘elevadas ganancias’”. La evaluación de las propuestas se realizará en dos fases, y sólo las que pasen la primera podrán presentar otra más detallada.
El programa de trabajo es aún susceptible de cambios antes de la publicación de la primera convocatoria de propuestas. En cualquier caso, se revisará en 2007 para incluir las Becas Avanzadas del CEI.

Project abstract
Objectives: Knowledge Based Bio-Society (KBBE) , can be enhanced in Europe by bringing food-consumers together to the research and industrial challenges, aiming to reply to the growing demand of safer and healthier higher quality and safety of food production . Therefore the major aim of the “CSI-ONNS” Project of EGOCREANET http://www.egocreanet.it is developed in collaboration of the Italian Food For Life Platfom lauched by the FEDERALMENTARE <www.federalimentare.it> to establish a networking European community and to develop a complex multi-disciplinary research to rebuilt a better confidence among Scientists and Consumers about the importance of improving good conscious nutrition and dietary styles and its relationship with new knowledge and new working methods of food production especially focusing neurological and genetics advanced knowledge impact on the consumer perception changes.
